The primary focus of the Ministry of Children and Family Development (MCFD) is to support the well-being of all children and youth in British Columbia – both Indigenous and non-Indigenous – to live in safe, healthy and nurturing families, and to be strongly connected to their communities and culture. The Ministry approaches its work through a Gender-Based Analysis Plus lens, delivering services that are inclusive, intersectional, responsive, accessible, and culturally safe.

The Ministry supports children, youth and their families, emphasizing the principles of early intervention, prevention and cultural and community connections to keep families together, where possible, and connect children and youth with permanent living arrangements when needed. Services include those for early childhood development and child care, children and youth with support needs, child and youth mental health, adoption, child protection, youth justice and supporting youth transitioning to adulthood.

The overall Ministry budget is $2.4 billion. 

The Chief Financial Officer (CFO) fulfills a significant leadership role within British Columbia’s Public Service.  Reporting to the Assistant Deputy Minister & Executive Financial Officer, the Chief Financial Officer resides within the Finance and Corporate Services Division.  

The CFO leads and is accountable for the financial operations of the organization. This complex role includes functioning as a catalyst, strategist, operator, and steward in support of effective financial management. A successful CFO is a strong leader, who promotes integrity and accountability and who has well developed business acumen.  The position requires financial technical expertise and experience and develops and executes the financial management strategies and service delivery framework for the organization in accordance with government policy.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:


  • Professional accounting designation CPA – CA, CGA, CMA, issued by a Canadian Accounting Association (note:  if your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association)
  • A minimum 5 years experience in progressively more challenging leadership roles directing a wide range of activities including two or more of infrastructure change; business systems and controls; or policy; or budgeting; or accountancy; or performance management; or corporate risk; and/or legislative compliance.
  • A Minimum 5 years experience leading and coaching multi-disciplinary financial teams.
  • A minimum 5 years progressive experience establishing collaborative relationships with executives, senior financial leaders and senior managers, and Treasury Board staff associated with managing financial activities and/or leading financial management change in which the incumbent will have gained the ability to act in the role of Chief Financial Officer in a similarly complex organization.
  • Preference may be given to candidates who have experience working in the BC Public Service.
