The Climate Action Secretariat (CAS), as a division of the Ministry of Environment and Climate Change Strategy, is responsible for leading and coordinating research, analysis, development and implementation of programs, strategies, policies, and legislation, that enable the mitigation of, and adaptation to, climate change, while supporting competitiveness and the development of a sustainable economy. 

CAS works to achieve provincial climate change goals through engagement and collaboration with Indigenous peoples, the provincial public sector, other orders of government, research institutions, non-governmental organizations, professional and industry associations and business and industry.  As well, CAS works directly with industrial operators and verification bodies to ensure compliance under the Greenhouse Gas Industrial Reporting and Control Act and associated Regulations. 

The Program Operations section leads project implementation, oversight and reporting, ensuring that funded projects are in compliance with contractual arrangements and ensuring the prudent management of financial resources.  The Section is recognized as an innovator in the adaptation of performance management approaches to ensure proponents are supported and simultaneously held accountable for results. 

Reporting to the Director, Clean Investment, the Unit Head, Program Operations, leads all aspects of program operations and the oversight of projects approved under the CleanBC Industry Fund and other funding programs.  The Unit Head manages relationships with senior project proponents to and negotiating funding agreements and to promote compliance with contractual agreements for successful implementation of projects.  The Unit Head is relied upon to lead the design and continual improvement of program operational frameworks adapted to the unique characteristics of specific projects while ensuring the prudent deployment of program funds.  The Unit Head also establishes and monitors compliance with performance standards and supervises up to 4 staff in the section.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • A Post-Secondary Degree in Business, Accounting, Public Administration, Resource Management, Law or Environmental Studies or equivalent in a similar area of education,
  • 5 years (cumulative) of recent, related experience must include:
    • Providing advice and recommendations to senior executives. 
    • Leading and managing the operation of a public sector funding program.
    • Managing relationships with a wide network of partners including representatives from all levels of government, industry, Indigenous groups, environmental organizations and stakeholders.
    • Supervising employees in a union environment.

Preference may be given to applicants with:

  • Experience leading the design and development of complex government programs.
  • Experience or education related to climate change and GHG mitigation issues related to large industrial operations, which may include the oil and gas, mining, forestry, pulp & paper and cement sectors throughout British Columbia.
