The Ministry of Children and Family Development (MCFD) works with Delegated Aboriginal Agencies, Indigenous partners, approximately 5,400 contracted community social service agencies and foster homes, cross-government and social sector partners to deliver inclusive, culturally respectful, responsive and accessible services that support the well-being of children, youth and families. Services are delivered through six service lines: Early Childhood Development and Child Care; Children and Youth with Support Needs; Child and Youth Mental Health (CYMH); Child Safety, Family Support and Children in Care; Adoption Services; and Specialized Intervention & Youth Justice.

The Policy, Legislation and Litigation Branch undertakes a wide range of activities, including: development of strategic policy and legislation, undertaking research, providing legal support, managing litigation files, and promoting innovation and reconciliation in legislation and policy development.

Within the Branch, the Strategic Policy and Research Team is responsible for: cross government strategic policy initiatives, quality assurance policy, research synthesis and partnership development with post-secondary institutions and external partners.

The role of the Manager of Research is to increase the ministry’s research and learning capacity by providing research support to policy, practice and service delivery across all six service lines. A particular area of focus is providing research expertise and capacity to support the goals in the Ministry’s Strategic Framework. The Manager of research is responsible for: overseeing a team of research analysts; leading internal research projects; managing external research contracts; managing the ministry’s research approval process; overseeing MCFD’s partnerships with two graduate research courses; and establishing research partnerships with post-secondary institutions. The position is also responsible for leading the dissemination of research findings across the ministry and the social services sector.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

• Bachelor’s Degree (Master’s Degree preferred) in social sciences, public or business administration. An equivalent combination of education and experience may be considered.
• A minimum of 5 years experience in leading research projects. Relevant experience should include extensive knowledge of research methodologies and experience in managing both quantitative and qualitative analysis.
• A minimum of 2 years’ experience supervising, developing and empowering staff. Preference may be given to applicants who have experience leading research teams and resources.
• Experience managing multiple research projects or leading a component (e.g., sub-project) of a major project.
• Experience managing relationships with internal and external stakeholders and leading consultation sessions. Relevant experience should include: regular communication and engagement; development of joint project plans and resource plans; and conflict management and problem resolution.
• Experience managing contracts and/or sponsored research agreements.

• Preference may be given to applicants with experience working collaboratively with Indigenous researchers, partners or organizations.
• Preference may be given to applicants who self-identify as Indigenous (First Nations status or non-status, Inuit and/or Métis), with the required combination of education and experience.
